How to locked within a range?

I would like to locked the cells between row 1 to 30 and column 1 to 4,how should I code it?

  For j = 1 To 14
  ActiveSheet.Cells(i, j).Select
 ActiveSheet.Cells(i, j).Locked = True
 
     ActiveSheet.Protect DrawingObjects:=True, Contents:=True, Scenarios:=False
