How to Make Users enter compulsary information in cells

Is it possible to set parameters whereby users have to enter information on to certain cells before it allows them to close and save spreadsheet?
 

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
This will prevent users from closing the workbook if cell A1 on sheet1 is not filled in. You would just need to add conditions based on your requirements.
