How to Remove: No Data Entry Allowed In Cell

I have a cell, that is not locked, or protected.
I have checked in VB to see if there is any code, but can't find anything.

I am just trying to change the value of the cell below and get the following error message. I know it's a custom message, but I don't know where to go to disable it.

Any ideas?
