How to save .xlsm as .xlsx and still have VBA work

I have a worksheet template for end users with assigned macro buttons, Is it possible to have VBA in a workbook still be able to work if the end user saves the template as .xlsx instead of .xlsm?

No, "xlsx" does not allow VBA.
However, if you save to the old "xls" extension, that allows VBA (though you may lose some newer functionality, if you have used any).
