How will I get Count from Criteria

Hi All,

In a column I have the name of the states like below
CA
CA,NY,MO
AL,HI,CA,FL,GA
NY,FL
CA,GA,HI
MA, NY, VT
IL, IN, KY, MA, OH, TN, TX WI

And others....

In 2nd columns I have the name of only one state like
AL
CA
NY
MA
HI

I want the count of the sates in 2nd column.

I am using the formula =COUNTIF($A$3:$A$88,B3)

But i am not getting the exact result.

Please help...
