When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.

I tried, it worked.(XL2000 and IE6.0)
I'm not sure why but I wold like to ask you, are there difference between your IE version and your friend's IE version?

Versions of OE seem to be more numerous than the pimples on my face when I was a teenager. I am running version 5.50.4522.1800

Your school of thought was the same as mine. My friend was running a 5.50XXX version of OE, but I decided to try and upgrade them to 6.0XXX to see if this would resolve the trick.

No luck.

The .CSS file that excel is looking for is some sort of formatting information file. I have opened HTML in Excel for years and have never run across this problem.

My friend and I were using the same exact version of Excel -> 9.0.3821 Is it possible that there is a service release that my friend is missing on their Excel, Windows, or OE??? I wonder....
