HTML Style Bookmark, possible?

I need to be able to insert a bookmark into a worksheet. Not a cell reference, but an HTML tag or something similar.
By clicking a link in another app, I need to be able to go to a specific row containing a piece of data in the sheet, but the row's location in that sheet changes constantly so referencing a cell doesn't work.
Any help would be appreciated.

One way to do this Xl2000;

Define your Data using the Naming convention.
eg Name your cell data like "Here"
ie.
Select the data range
Insert
Name
Type in "Here"

Now in your other workbook, just insert a Hyprlink and reference this file.
Then Add Bookmark > Select the named/defined range.
