I cannot format these numbers to excel to be counted

I uploaded a file that contains excel sheet that I cannot figure out. One column contains numbers that seem to be impossible to format to numbers thet excel can count.

Any ideas?

put a zero on a spare cell, copy it, select the cells you want to add, go paste special - add. just tried it on the linked file - worked for me...

My decimal delimiter is comma, not dot, do you think it has anything to do with this?
