I need help creating a formula for this excel workbook

Can anyone help me with creating a formula in excel for the following:

Walk Speed = X
Base Speed = Y

Total Speed = Z

When I enter the two values into the spreadsheet (X and Y), I would like the value Z to be the following formula below:

Total Speed (Z) = X + 0.6 if Y > = 4
X + 0.4 if Y > = 3 or < 4
X + 0.2 if Y < 3

Please Help!

With X in A1 and Y in B1 try

=A1+LOOKUP(B1,{0,3,4},{0.2,0.4,0.6})
