I need help using "solver".. pretty pretty pretty please :)

Ok! I am trying to build a very basic idea in excel which I can use to apply to the solver! Because It is a learning curve thing haha

So What I am trying to do is for example:
1. say in one row that if I put 4= complete <4 incomplete


2. Then in another secion, I use the following formula =Count.if(C4:N4,"4")/count(C4:N4) which shows the percentage of COMPLETES to Incompletes.

3. Now I tried using solver, highlighted that row and solved for the formula cell. Saying to max the row (essentially, show all 4's) so the cell goes to 100%... it is not seeming to work. how can I work this...
