I need help with a Conditional Format formula.

I need a formula to Conditionally Format cells in a column based on a given sequence. In this example, I want to sum the values in Column A until it equals 3 and then cell fill the next 2 values. If possible, I would also like Column B to display "1", or "2" for the number of "highlights" for that row; for this example "1" beside the 2's and "2" beside the 3. I think "1"s beside the 1 values would be redundant.
