Icon Sets using text values rather than numerical values

I want to use Icon Sets for a sales spreadsheet based on the status of the sale. For example when something has been allocated, it is one colour, when it's invoiced and waiting payment it is another colour and then when it is fully paid it's a third colour.

Unfortunately I dont' believe the icon sets work on text and only on numerical values. I can use formulae to refer to the cell but i am finding it still doesn't put the correct icon because it's a formula rather than a value of 0, 1, or -1.

Does anyone know the easiest way (if it is possible) to get icons referring to text or value rather than purely on numerical?
