identifying beginning & end of quarters

I need to identify the ends and beginnings of quarters for some testing. I'd like to place a 1 in the cell if the date in column A is among the last 7 workdays in June or the first 7 workdays in July (for example), I can then use this to get some relative info during these periods.

The full dates to be tested are in column A, the months alone are in column D, the day of the month alone is in column E, the day of the week alone is in column F, numbered workdays of each month are in column G. The rows contain only weekdays. Holidays are listed in separate tab in an array C4:L14.

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
I'm fairly sure this was discussed in this forum a few months ago. Have you tried doing a search for the relevant keywords?

I did - and also several google searches. I didn't find anything helpful. If you come across that thread please paste a link here. I certainly don't mean to duplicate anyone's efforts.

I am pretty sure I can identify the beginning of quarters. It's counting backwards. I can always do an if statement for the last workdays 15-22. That gets me close. But I really prefer the last 5 working days (I mistyped in my original post - but the number isn't critical).
