IF and AND

Hi,

I have the following:

If there is any number for Outstanding and there is no Reason, I need a message to populate that says "Alert!!Reason for Outstanding!!. I did the following formula but it does not seems to work. If there is outstanding and the reason column has been filled, then no message should populate. Appreciate any help:

2	Outstanding	Reason	Message
3	2	Flight Delay	Alert!!Provide Reason !!

=IF(AND(B3>0,COUNTA(C3)=0),"Alert!!Provide Reason !!","")
