If And formulas bank cells values

I am trying to get cell B6 to return a value of 15 if cell B5 is less then or equal to cell C5. I also want cell B6 to show a value of 0 if Cell B5 is blank.

=IF(B5<=C5,15,0) when this formula is entered and cell B5 is blank it still shows a value of 15. if B5 is blank i want B6 to be 0.

=IF(B5="",0,IF(B5<=C5,15,0))
