If and or??

I am trying to write a formula so that one of three comments appears in the one cell, eg, so if G23<0, you are below target, as hopefully you can see my intention with what I have tried but it has not worked. Not tried an if or formula, not sure it is the right one?? IF(OR('ENTER DATA HERE'!G23=0, "You are on target, well done!! "),('ENTER DATA HERE'!G23>0, "You are above grade"),('ENTER DATA HERE'!G23<0, "You are below your target")), "") Thanks

=IF('ENTER DATA HERE'!G23=0, "You are on target, well done!! ",IF('ENTER DATA HERE'!G23>0, "You are above grade", "You are below your target"))
