IF Command, I'm guessing?

Hello everyone.

I am guessing I'm looking for a IF command that will work with my current data.

I am keeping track of freight costs, and some orders the customers themselves pay for the freight, we "prepay" the freight and tack on the freight charges to their invoices.

My current data set looks like this:

I would like to add another cell up top that say's "PCC?" Meaning Prepaid/Charge?

If I were to check that cell, that total wouldn't add up into my total freight costs. I have a cell on each month that totals up the freight pounds and cost, and then another page that has all the information I need, such as graphs and images.

One more quick thing I would like, although I'm not sure if it's possible.

When I ship a shipment, The quote I receive could be say $50.00

Often times I will charge the customer a few dollars more, say $55.00 just to cover myself when the actual bill comes in. I would like to keep track of the "excess" dollars for each shipment as well, so I can report that at the end of the year.
