If formula in cell in addition to using conditional formatting

Hi-I'm not all that experienced using excel any help would be greatly appreciated:
I'm using an If formula =IF(E$9<$D$9,"Y","N") see screenshot #1 In addition to conditional formatting - see screenshot #2.My problem is I don't want the conditional formatting to "prepopulate" (the green formatting to show) until data is actually in the cell (E10)

=IF(E$9="","",IF(E$9<$D$9,"Y","N"))
