Save Often
If you start asking yourself if now is a good time to save your Excel workbook, the answer is Yes
Try: =IF(C6="12:30"*1,20,IF(C6="11:00"*1,25))

You need to coerce the time strings into values.

Does C6 contain formatted time values?

If so, this may be your problem

TRY

Code:
=IF(TEXT(C6,"HH:MM")="12:30",20,IF(TEXT(C6,"HH:MM")="11:00",25))
