If statement issues need major help

I have a workbook with 3 sheets on Sheet 1 I have 36 cells side by side in rows B and C, D and E, F and G and so on 15 times, they are always in pairs and Row B is driven off of a drop down list by using validation there are 58 possible different choices (text) on the list. Row C is a manually entered numberical value from 1 - 50 this setup repeats itself through out sheet 1. I need a statement the I can place on my sheet three where the 58 different choices are listed on the left hand column and on the top row lists the names of the paired rows. I need to pull the manually entered value for Row C, E, G, etc... anytime it occurs in and of the B, D, F, etc columns on sheet one to the table on sheet three this is to determine which pair had the lowest numerical value when the text was choosen. Any help would be much appreciated.

I would love to help, but to be honest I can't really picture what you are discribing.
Can you provide a little of a structured discription?
I believe you can use an array to solve this, but again I am not clear on the question. :-(
