If Statement That Captures Before, Between and After Dates

Good evening!

Any help I can get writing this formula would be greatly appreciated. My brain is excel mush right now. This is probably very easy to write, but I'm stuck.

If a date is greater than 7/1/2007, multiply by the factor 1.4%; however, on or after 7/1/2011 by 1%.

This is what I have now, but I'm struggling with the second part:

=IF(Eff_Date>=DATEVALUE("7/1/2007"),1.4%,"")

Using Function Arguments with nested formulas
If writing INDEX in Func. Arguments, type MATCH(. Use the mouse to click inside MATCH in the formula bar. Dialog switches to MATCH.
You have to kind of think backwards for this one because any date that is after 7/1/2011, is always going to be after 7/1/2007, so you have to test the 2011 date first, and if that fails, then test for the 2007 date:

=IF(Eff_Date>=DATEVALUE("7/1/2011"),1%,IF(Eff_Date>=DATEVALUE("7/1/2007"),1.4%,""))
