If statement to select from dropdown list

Can an if statement , or any formula, recognize that the , then value in cell C3 may be to small causing an automatic selection from the drop down list?
Is the drop down list strictly manual?
and

How do i make "=C2*2&"sq.ft." be read as a numerical value ?

The cell will contain the formula =C2*2
while the formatting is set to show it like that.

For instance:

use custom cell number formatting as:

# "sq.ft."
