IF statement with %

Cell 1: 250,000
Cell 2: 85%
Cell 3: 80%
Cell 4: _____


For cell 3 I want it to do:
"if cell2 is >cell3 then let cell4 = cell2 * cell1. If cell2 is <cell3 then let cell 4 = 0"
