When someone enters data into one cell (call it CELL A), I want to populate the date&time that their information was filled out and have it entered in CELL B. If accessing the document at other dates/times, I do not want CELL B to update.

Try this
macro needs to go in sheet module
if you update any row in column A it will add time stamp in column B same row
if you update same row in column A again on some other date time stamp will not be added to column B
VBA Code:
Private Sub Worksheet_Change(ByVal Target As Range)

    If Target.CountLarge > 1 Then Exit Sub

   If Target.Column = 1 Then

   If Target.Offset(0, 1) = "" Then

   Target.Offset(0, 1) = Now

    End If
    End If

End Sub
