IF Then Help

Hey Guys
I tried to upload a picture of my SS for you to view, but maybe you can help me anyway.
I am trying to get a cell to highlight IF another cell meets a criteria.
IF A4 is less than 3 and F4 is >98 then f4 needs to be highlighted. can that happen or is that too much if then and conditional formatting? I would just use conditional formatting but the format is dependent upon the number in column A.

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
where do you want me to paste it?
it is not making sense to me and seems to not answer anything, please clarify.

You said you wanted to use conditional formatting? That will highlight the cell if A4 is less than 3 and F4 is >98.
