IF THEN Statement...I think

Hi,
I am building a report based on organizational functions, but contains multiple departments within. I have assigned a numerical value to all organizational functions (1-20) and have assigned the correct value to all underlying departments.

I will be pulling IT ticket data monthly and need to see which department is contacting us most frequently so I'd like to use a statement to search a column and assign the correct value for easy sorting (1-20).

What statement should I use?
