IFERROR too many arguments

I can't seem to add the IFERROR to =IF($A23<>"",INDEX('Equip & Sub'!$A:$I,MATCH($A23,'Equip & Sub'!$A:$A,0),2),"") Keeps saying You've entered too many arguments for this function

Help please.

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
Here is what it looks like when I do it, no error:

=IFERROR(IF($A23<>"",INDEX('Equip & Sub'!$A:$I,MATCH($A23,'Equip & Sub'!$A:$A,0),2),""),"ERROR PART HERE")
