Image - send to back

Hello,

I know I am doing something wrong, so I appreciate your help.

I have 2 pictures on an excel sheet. The names of the pictures are WWMap and USMap. I am only sending the USMap backward and forward. How am I able to send them to the back when the value in F20 changes to true? This is what I have...It in a module / not within the sheet / view code (I think that is an issue as well).
