Import from OUT file to excel

We get data from Bloomberg as OUT file, which is placed in a shared folder. I import the same into excel.
Manually, in Excel I choose All Files to select the OUT file since it is neither text or csv file.

Using Excel VBA, I am looking to import the OUT file and also from a specific row,43.
How do I use the FSO to choose the OUT file.
