I have an in-cell drop-down list in an Excel spreadsheet. When the user clicks on it, the down-arrow button appears to the right of the cell. If they click off of it, the arrow disappears. Is there a way to have the arrow button always be displayed? So, if the user is not selecting that cell, the arrow button will still show? Thanks!

Workdays for a market open Mon, Wed, Friday?
Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
Can't do that with data validation I don't think (the arrow gets in the way of the adjacent cell anyway). Depending on what you are using it for you might try using a combo box.

Are you using data validation? If so, there is no way to do this. You'll have to switch to a combo box or possibly a list box.
