Increase cell value within equation until the outcome reaches a minimum value

I have a series of cells that are added to calculate a sum. If the sum is less than a number, I want a specific cell in the series to increase in value until the sum cell has reached a minimum value.

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
What if I want the specific cell to be adjusted only to make the sum cell to a minimum of say 10. If the current sum is only 5, it will add 5. But if the current sum is 15, will it put a -5 in the specific cell? The purpose is to reach a minimum price for a service.
