Increment paste filled in data repeated

I have data that occurs once every 10 seconds that I need to paste into a sheet with data that occurs once every 1 second. I need it all lined up and filled in. Is there an easy way to do this? Hopefully this example below makes sense.

Depending how many you have, the INDIRECT function could get "costly" in terms of processing time since it will calculate with every workbook change. Here's an alternative that should also suit your needs.
