Index if left or right digit is a match

As shown below, if the first (left) digit I am looking for in cell B:B is "3", I want it to bring up the cell to its left which would be 30-Nov-2021.

I've tried =INDEX(A:A,LEFT(B:B)="3") and I've tried =INDEX(A:A,LEFT(MATCH("3",B:B,0))) but that's not working.

Please help! Thank you.

Excel Facts

How to total the visible cells?
From the first blank cell below a filtered data set, press Alt+=. Instead of SUM, you will get SUBTOTAL(9,)
How about
Excel Formula:
=INDEX(A:A,MATCH("3",LEFT(B:B,1),0))
This may need to be confirmed with Ctrl Shift Enter, rather than just Enter.
