I need a formula that will fill in the blank cells with the latest information.

should C3 be Production? else I don't understand what you're trying to do.

Yes C3 Should Be Production
C6 Production
C7 Sales
C9 Manufacture
C10 Works
C11 Sales

well you could use (C3):

=INDIRECT("C" & MATCH(B3,$B$2:$b$11))

or

=INDEX($C$2:$C$11,MATCH(B3,$B$1:$b$11,0))

but either way if this is the first instance of the name then you will be stumped as you won't return a value in C.
