Insert Blank Line Above

Need to be able to insert a blank line above if Column a has data and Column B is blank. THe number of lines in column A will always change. could be 5 could be 1000

I do not understand why it would not work if the other solution would work.

The test (empty cell) is the same.

My code would not work if the cells are not truly empty, but then Peter's code would not work either.
