insert coloured row above filled in cells

I`ve got ranges on spreadsheets which need a coloured row inserted above the rows which have the data filled into cells.

Trust this makes sense? if not please tell me

If you upload your workbook to google drive and get a share link for it you can post it here. Then I can have a proper look at whats going on
