Inserting rows create a problem

Is there a way to prevent users from inserting and deleting rows? This messes up my conditional formatting. I need to filter and sort, so protecting the sheet is not an option. Disabling insert or at least a message when the user tries to insert would be great.

Turn 'Protection' on the worksheet.

Note: There are many more options for protection in the latest version of Excel.
