interdependent drop-down cells with user input

i just asked a related question earlier, but let me ask it now in full context:

i have 2 columns, for example:
col A:Food Group
col B: Food

When a user goes to enter a value in col A, I want them to see predefined values of: meat, carbs, fruits, veggies
the user can select any of those values, or they can enter their own value

When a user goes to enter a value in col B, I want them to see predefined values of: steak, chicken, bread, cereal, apple, orange, spinach, broccoli
The user can select any of those values, or they can enter their own value

If a user selects meat in col A, col B only shows steak, chicken (or they can enter their own value)
If a user selects steak in col B, then col A only shows meat (or prepopulates with meat).

how do i do this? seems complicated.
