Inverse Relationship Chart Help

Hello.

My boss is asking for a chart showing cases potential loses vs actual loses despite over asset growth.

He wants to highlight the actual loses were well before what they could have been.
I tried to use bar or line charts but it does not "tell the story".
Sadly, I am not great when it comes to the different charts outside, pie, bar, & column.
