Is it possible to conditional format a bar

Ok, say i have a column chart. Imagine the data is as below...

place1 10
place2 8
place3 10

Saw I format the chart columns to be a color, blue. Can you conditional format to make any column thats <10 green?

I don't know if this is possible.
