Is it possible to Index a single cell array?

I was trying to randomly select items from an array, I don't think the below is possible so I'm going to break it out into cells.

I have an array in A1, everything below is submitted with ctrl shift enter just in case.

A1={"test1","test2","test3"}

I want to be able to:
=INDEX(A1,RANDBETWEEN(1,3))

Results from =INDEX,A1,RANDBETWEEN(Row,Column))

Is this possible with a different function?

No, you can't do that. You could put the array into a defined name instead.
