IS there any way a formula may not recalculate when needed?

I'm not sure i entirely believe this myself but have now observed it a few times over a few days in a set of similar formulas.

I looked at the number in the cell and thought "that doesn't seem right". Looked at the formula. It seems correct. After poking around a little, had the idea to edit the formula, simply deleted the ) at the end and then re-typed the ). When i hit enter the cell value changed. Is this possible?

Looked at the obvious, yes, calculation is set to automatic.

These cells all have OFFSET in the formula. But i thought OFFSET was volatile and it calculated too often, not not often enough. Here are some of the formulas that had the behavior i just described.
=AVERAGE(OFFSET(data!$G$150,-$K$11+1,0,$K$11,1))
=COUNTIF(OFFSET(data!$I$150,-$K$11+1,0,$K$11,1),">0")/COUNT(OFFSET(data!$I$150,-$K$11+1,0,$K$11,1))
=AVERAGE(OFFSET(data!$E$150,-$K$11+1,0,$K$11,1))
and a few more similar.

Does anybody have an ideas that i can check about this? Is it even possible? (I don't think i am mistaken about seeing this behavior for several cells). Why would it not calculate correctly before i did this edit maneuver? Any thoughts appreciated.

How to create a cell-sized chart?
Tiny charts, called Sparklines, were added to Excel 2010. Look for Sparklines on the Insert tab.
It might be worth trying this the below.
(Since it works on all Open Workbooks, I suggest only having the problem workbook open)

Ctrl-Alt-Shift-F9
Check dependent formulas, and then calculate all cells in all open workbooks, including cells not marked as needing to be calculated.

Save & Close the workbook and see if that sort the workbook out.
