The problem is parenthetical:
=IF(ISERROR(C16/(B16/B17)),0,C16/(B16/B17))
=IF(ISERROR(C16/(B16/B17)),0,C16/(B16/B17))

I used the double )) behind the first (B16/B17) but not the second.
I will remember to do this in all future formulas.
