Looks like a bubble chart with data labels.

Ther's code for adding data labels at How to use a VBA macro to add labels to data points in an XY (scatter) chart or in a bubble chart in Excel 2007 (which I have not used).

Mora than the bbuble chart is how to places the bubbles according with their years and with their main concept (Digital, financial , etc)

You would need to calculate the radius based on year and the angle based on sector, and then convert those to {x,y} locations.
