Keep cell format after move (drag and drop)

When dragging and dropping (or cutting and pasting), is there a method to retain the formatting in the source cell?

My worksheet has data entry cells formatted with background colour and border. When a user 'shifts' or 'moves' a value from one cell to another, the cell contents, complete with format, is placed in the target cell but the move clears the formats in the source cell.

I am aware of Copy>Paste Special Values/Formula's but this requires a second step of subsequent deletion of the value from the source cell. Also, other users do not always use this method leaving cells without the desired format. I am looking for something more efficient.

I have tried conditional formatting but the condition also follows the move clearing it from the source.
