Keep row visible without freezing panes

Hi

We have some excel files that is used throughout our organization and many of our users use a laptop with a relative small resolution. Our problem is that these sheets include 14 rows header information with links and other functions and followed by 2 lines of header information. So the actual sheet where our users work starts in line 17 and today the sheet is frozen above line 17 so on a laptop over 50% of the screen is used by menu header etc.
So my question is does excel have an option to freeze only row 15 and 16 so when you scrool down row 15 and 16 is displayed in the 2 top lines?

Formula for Yesterday
Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
Unfreeze the panes, then highlight rows 2 through 14 and make them a group (Group is in the data tab in the ribbon bar). Then, freeze panes again in row 17.

When users on desktops want to view all of the headers, they can expand the group and it will keep all rows visible. When a laptop user is accessing it,they can minimize the group and they will only see row 1 (header row) and rows 15 & 16 will be frozen.
