Limit 1 combo box range, based on selection from another combo box - VBA

Hello All,

Hope all the clever Excel people are well today. I have a bit of a conundrum, much like the chap in the post below:

It seems, no matter how much I search, I cannot find a straight forward way of achieving the goal of limiting the selection list of one combo box, based on what is selected in a separate combo box. Also, to make this more interesting, i would like to know a way of doing this with VBA and also without VBA (so from a combo box in the worksheet).
