link to a cell in another workbook/sheet based on the workbook path in a cell

Im creating a Project Summary sheet for use by PMs for a construction project. This will need to access cell data from mulitple worksheets in the same wokbook called the "xxxx Booking Package", an .xlsm file located on the server in the projects respective folder. But because it will pull data from about 100+ cells in the booking package, i cant just link Cell C11 in the PM file to cell H3 in the Booking File because obviously every project has a separate booking file.

So in cell A7 of the PM file, I would like to place the path of the Booking file. Then in the same PM file, C11 (for ex) looks at cell A7 first (which provides the Booking File pathway) and then in C11 I still need to provide the sheet and cell. So essentially =A7(and)Booking!$H$3 or [Booking File path][Worksheet][cell]

Your help is appreciated.
