Linking Multiple Workbooks

We are working on a budget program, where department managers can input data into a single sheet that will then link into a larger workbook. Within these input sheets, we would like to copy data from another workbook to display reference data. And when we try to do so, we are getting the following message:

"This workbook contains one or more links that cannot be updated."

Could this be a permissions issue, or is there an issue with linking multiple sheets?

What format are the other workbooks saved as? At what point do you get the error?

There are two that are macro enabled (the larger workbook, and the department manager books), and the sheet that feeds reference data to the department workbook is just in '.xlsx' form.

Each time you go to open the department manager page and it asks to update the data is when we receive the error.
