Linking rows to other spreadsheets

I am trying to link cells on one spreadsheet to cells on another but I cannot get it to work on one worksheet. What would prevent me from linking?

when you say it is not working, do you mean it is not updating? Can you give a bit more detail?

when i put the + sign in the formula bar and go to the other worksheet it doesn't acknowledge that I what to insert info from the new worksheet onto the other worksheet in the formula bar it allows me to move from cell to cell but when I press enter it doesn't send the link to the spreadsheet i want to insert the data onto. If I return to the original worksheet the plus is still in the formula bar waiting for me to insert a formula. It only does it to the one worksheet which makes me think that somehow an option has been changed.

I have tried copying all the data in the worksheet and pasting values only but it still will not link to the data
